On the theme of “Cooperation between libraries and information and documentation services

In Tunis April 23-25, 2014

 

Presentation: According to the conclusions of reports by international organizations and experts in information science , libraries and documentation institutions of various universities and higher education and research institutions in Arab Maghreb countries suffer from lack of material and human resources. This has resulted in the dispersion of efforts and inefficient services. It is believed  that information and documentation services have failed to streamline their operations and hence failed to  respond to constantly growing information needs ofstudents , teachers as well as various types of users .
The alternative revolves around collaborative work: the preferred mode of action of an era of intelligence and complexity . Thus, the meeting is primarily designed to educate librarians and information on dangers arising from the absence of a framework for coordinating knowledge content that face our countries. In addition , this meeting will facilitate better adaptation to rapid changes resulting from the use of new information and communication technologies (ICT).

The objective is to realize the dream of the Maghreb united  documentary services, ranging from a simple utopia to a concrete reality through implementating projects that are already underway , such as the proposed ” Maghreb digital library “; and the project of creating academic libraries’ networks ” ISTeMag .” Cooperation in its various forms enables one to cope with difficulties inherent in managing technical and scientific information in each country.

 

Themes : history of knowledge sharing and inter-university systems across the Maghreb. St. Augustine, Ibn Khaldun and academic institutions such as Zeituna evoke the cultural traits common amongMaghreb countries .
• The conceptual framework of the cooperative dimension and management theories of collective intelligence, collaboration and cooperation , of federation and resource sharing.
• Academic, public and school libraries : reality and prospects of cooperation among Maghreb countries.
• Cooperation from an organizational perspective (networks, documentalit consortia , etc.) and partnership at national, regional , international and / or multilateral levels.
• New information and communication technologies ” ICT ” and modern management methods ( knowledge management, learning centers. Massive Open Online Courses, etc.) and the advent of Open Source and free sources.
• Cooperation from the technical point of view (union catalogs , union document processing , interlibrary loan, etc. )
• Human resource training in higher education , literacy and user awareness.

Participation in the forum: Speakers are required to submit their proposals to the planners of the conference to include a summary of 300-500 words including the following data : 1. Title of paper, 2. Summary, 3. Function, 4. Institution, 6. Address, 7. Phone number.

Dates to remember:
– January 15, 2014 : Deadline for submitting proposals.
– January 30 : Notice of acceptance by the scientific committee.
– April 2 : Deadline for submitting the text of the presentation in its final version .
– April 10 : Notice to researchers  about the acceptance of their text.
– April 15 : Deadline for registration to participate in the forum.

Registration fees for the forum and exhibit: – Participation in the forum (100 Euro or equivalent) .
– Includes cost of accommodation for researchers who present a paper as well as their contributions to the success of the forum and Maghreb solidarity.

Events of the forum:
– Presentations of research, reports and studies related to the above themes.
– Exhibits of new IT systems , equipment and furniture used in libraries and information services.
– Fair of academic work and intellectual production published in different media.

« La coopération entre les bibliothèques et les services d’information et de documentation »

Présentation : Selon les conclusions des rapports établis par les organisations internationales et les experts en sciences de l’information, les bibliothèques et les institutions documentaires appartenant aux universités et aux différents instituts d’enseignement supérieur et de recherche dans les différents pays du Maghreb Arabe souffrent du manque de ressources matérielles et humaines. Ceci a eu pour conséquence la dispersion de leurs efforts et l’inefficacité de leurs services. Ils estiment que ces services d’information et de documentation n’ont pas réussi à rationaliser leurs modes de fonctionnement et par là même à pouvoir répondre aux besoins informationnels, sans cesse croissants, des étudiants, des enseignants ainsi que de divers types d’utilisateurs.

L’alternative s’articule autour  du travail collaboratif qui devient le mode d’action privilégié de l’ère de l’intelligence et de la complexité. Pour cela, cette rencontre a pour but essentiel de sensibiliser les bibliothécaires et les documentalistes aux dangers résultants de l’absence d’un cadre de coordination en matière de connaissance qui guettent nos pays. De plus, cette rencontre permettra de mieux s’adapter aux changements rapides issus de l’usage des nouvelles technologies de l’information et de la communication « NTIC ».

L’objectif est de pouvoir réaliser le rêve de l’union maghrébine des services documentaires, passant ainsi d’une simple utopie à une réalité concrète à travers la concrétisation de projets déjà entamés, tels que le projet de « la bibliothèque numérique maghrébine » ; et le projet de la création de réseaux de bibliothèques universitaire « ISTeMag ». La coopération, sous ses différentes formes, permettra de faire face aux difficultés inhérentes aux services de traitement des informations techniques et scientifiques dans chaque pays.

  • Les thématiques : L’historique de l’échange des connaissances et des systèmes interuniversitaires  entre les pays du Maghreb. Les figures de Saint augustin, d’Ibn Khaldoun ainsi que les   institutions universitaires telle que la  Zeitouna, évoquent les traits d’union culturels entre les pays maghrébins.
  • Le cadre conceptuel de la dimension coopérative et les théories de la gestion  de l’intelligence collective,  du Travail Collaboratif et du Travail Coopératif,  de la fédération et du partage des ressources.
  • Les bibliothèques universitaires, publiques et scolaires : la réalité et les perspectives de la coopération entre les pays du Maghreb.
  • La coopération du point de vue organisationnel (réseaux, consortia documentaires…) et le partenariat aux niveaux : national, régional, international et/ou multilatéral.
  • Les nouvelles technologies de l’information et de la communication « NTIC » et les méthodes de gestion modernes (gestion du savoir « knowledge management », « learning centers » « Massive Open On-line Courses »…) et l’avènement des sources ouvertes (Open Sources) et gratuites.
  • La coopération du point de vue technique (catalogues collectifs, traitement documentaire commun, prêt entre bibliothèques…)
  • La formation des ressources humaines au niveau des institutions d’enseignement supérieur,  la littératie et la sensibilisation des utilisateurs.

Participation au forum : les conférenciers sont tenus de présenter leurs propositions en rapport aux axes du colloque en y incluant un condensé de 300 à 500 mots comprenant les données suivantes : 1. Titre de la communication ; 2. Résumé ; 3. Fonction ; 4. Institution ; 6. Adresse ; 7. Numéro de téléphone.

Dates à retenir :

–      15 janvier 2014 : Dernier délai de l’envoi des propositions.

–      30 janvier : Avis d’acceptation de la part du comité scientifique.

–      2 Avril : dernier délai pour la remise du texte de la communication dans sa version définitive.

–      10 Avril : Avis aux  chercheurs d’acceptation de leurs communications.

–      15 avril : Dernier délai  pour la réception des demandes d’inscription pour  participer au forum.

2014 ECIL conference call for proposals

ECIL cordially invite you to submit a paper to and participate in the upcoming European Conference on Information Literacy (ECIL 2014), to be held from 20-23 October 2014, in Dubrovnik, Croatia. ECIL is an international conference on Information Literacy and Lifelong Learning for researchers, information professionals, media specialists, educators, policy makers, employers and all other related parties from around the world to present state of the art of conference themes and discuss current issues, challenges, and good practices. The conference will be composed of several types of contributions, such as full papers, posters, PechaKucha, best practices, workshops, panels, invited talks, doctoral forum. Call for papers

Libraries creating content for/with children and young adults

Libraries have always created content, writing reviews, organising writing clubs or collecting oral tradition for instance, and editing and publishing it in different ways, confidential or not. But content development has greatly increased in the last decade, thanks to the much larger inclusion of readers in library life and of course, thanks to technology. It makes collecting, recording, creating, publishing and accessing so much easier and more possible to most, not only to librarians but to young readers and their families. How is this content creation happening? What kind of content is being created, how, who by, with what goals? How are these actions helping children and/or young adults and their families engage with reading? How is local content being published and preserved? How is it being received all over the world?

We are interested in presentations on content creation and publishing in libraries, for and/or with children and young adults
– by librarians ; by librarians in partnership with other professionals
– with/by children and young adults
– with/by families
– to support parents with literacy problems so that they can help their children develop a love of reading
– to collect, capture or create content related to traditional knowledge and cultural heritage
– using digital literacy in particular
– creating social media content and other web content (blog posts, podcasts, videos…)
– publishing (in printed or digital form) and giving access to locally created content
– the impact of creating and giving access to locally created content

Submission Guidelines
• Proposals must be sent before February 15 2014 via email to:

• They must include (in English or in French) :
– Title of paper
– Summary of paper (up to 500 words- ½ page)
– Which elements of the Call the paper covers
– The speaker’s name, address, telephone and fax numbers,
professional affiliation, email address and biographical note (40 words)
• The abstracts will be reviewed by the Review Committee. Successful proposals will be identified and announced by February 28, 2014.
• Full text papers should be provided by 30 April 2014. They can be written in any of the seven IFLA official languages, but a translation into English will be very welcome. They should be 3-20 pages long, in a Word file. They must include an abstract and an appendix “lessons learnt”: succinct recommendations derived from the paper content.
• Oral presentations of papers will be of 15 minutes + 5 minutes for discussion with the audience. Texts of oral presentations must be sent to kirsten.boelt@gmail.com before August 1st 2014, so that translations can be prepared.

Theme:    School Libraries on the Agenda: Advocacy Initiatives from Around the World

This session will be a culmination and celebration of the IFLA-funded project, School Libraries on the Agenda, which is part of the BSLA (Building Strong Library Associations) initiative. In collaboration with the International Association of School Librarianship, the School Libraries Section developed online training materials to support associations and other agencies and individuals in their work to develop and improve school library services.

Topics of interest:

The School Libraries Section invites submission of proposals for papers (including case studies) about school library advocacy initiatives. The papers will be presented at a two-hour session in Lyon; the language of the session will be English. Proposals might address one of the topics suggested, but are not limited to these topics:

  • Establishment of a new school library association
  • Collaboration to change school library legislation
  • Development of a school library network
  • Government initiatives for school library development
  • Using data to inform school library advocacy efforts
  • Communicating with stakeholders and/or decision-makers
  • Development of an advocacy purpose and strategies for action
    • 3 February 2014: Deadline for submission of proposals
    • 3 March 2014: Notification of acceptance
    • 19 May 2014: Deadline for submission of full text of the paper

Papers should be in English (or in one of the other official IFLA languages – Arabic, Chinese, French, German, Russian, and Spanish – with an English translation attached). Papers must be original and must not have been published previously.

Note: All expenses, including registration for the congress, travel, and accommodation, are the responsibility of the authors /presenters. Programme: Literacy, community and responsibilit

 

The IFLA Literacy and Reading Section is seeking proposals for a programme to be held at the IFLA Conference in Lyon, France in August 2014.

Literacy has long been identified as a precursor to success in academic achievement and the workplace. Literacy problems have been directly linked to healthcare issues, workplace safety, equity and access to work, while poor literacy exerts a serious negative drag on the overall GDP per capita of a country. The correlation between poverty and literacy is irrefutable (PISA, OECD, Bailey, 2010). Society rewards individuals who have higher literacy levels, not explicitly, but it’s inherent in the system. While schools are responsible for literacy in children and young adults, there are many individuals who graduate from school with low levels of literacy, and others who are considered to be illiterate. There are many adults who are also alliterate or reluctant to read which can have serious repercussions for their health and well being as participative citizens. In the last twenty years there has also been a large-scale movement of people from around the globe, so most countries are experiencing high levels of multi-culturalism which means that many communities are now comprised of multi-lingual groups who may be literate, but not in the language of the country where they are now permanent residents. Libraries have always been based on equity and access to information. As institutions they are ideal places where individuals can establish a sense of community and a feeling of belonging. They are public spaces where both newcomers and native citizens have opportunities to gain literacy skills, forge community and national identity, and gain access to knowledge and skills.

Proposals chosen for presentation will examine how libraries have developed community programmes, partnerships or liaised with other community groups to develop literacy in the 16+ age group. They should be grounded in theory, research, and/or practical applications and where applicable should also consider how these themes link up with issues addressed in the IFLA Trends report. Building on the Section’s theme Literacy, community and responsibility, presentations will be considered which:

  • discuss research in adult literacy and the role libraries can play in developing community and identity;
  • concept papers which review the literature in this area;
  • practitioner programmes designed to cater for children and their parents;
  • practitioner programmes designed to develop adult literacy;
  • community programmes designed to assist new citizens to develop literacy and become part of the community; and
  • partnerships between libraries or libraries and other organizations to develop adult literacy.

Proposals are requested for as many as eight/ten tabletop presentations which will be given as part of round table workshops. After an opening plenary keynote address, audience members will rotate to three/four different fifteen-minute presentations of their choice.  Presenters will therefore be asked to repeat their presentation three times for three different sets of people. Since these projects will be presented in an informal, small group setting, speakers should plan some visual accompaniment such as a poster that can be set up on the table.  Presenters may also want to bring brochures or flyers to hand out.  People submitting successful proposals will be asked to write a brief paper summarizing their library programme or project for publication in the IFLA Proceedings.  All chosen presenters will be listed in the official Conference programme

First-time presenters and new professionals are encouraged to apply. Students are also invited to participate. All proposals must be submitted by February 28, 2014 using the Proposal submission form.

Presentation theme: 15 to 20 year olds reading across the world: Why? Where? How?

Young people between 15 and 20 years old around the world live in very different geographic, social, economic, every-day life conditions. Some attend secondary school or university, some work, some both study and work and some do not study nor work. Changing, fickle, they are at an age that is key for self-construction, and they often receive little support from adults. Cultural institutions in every country struggle to attract these teenagers and young adults. They are an important target for cultural workers trying to interest them in reading. How can we give or restore a place for reading in their lives? How can 15-20 year olds that do not read be led to reading? What roles can be played by physical and digital libraries, by schools and cultural institutions, by associations and work places? This conference intends to study these questions and to produce recommendations useful to practitioners. The expected audience is likely to include public and school librarians, teachers, cultural workers, students and scholars as well other professionals working with teenagers and young adults. We are particularly interested in presentations on the following topics:
1. Places and practices for 15-20 year olds’ reading across the world The professionals’ point of view : How do professionals in different countries view young people’s reading/not reading and their reading places? The young people’s point of view : What vision do 15-20 year olds in different countries have of reading, of reading places and of professionals?
2. What reading offerings (printed/digital), for what reading programs around the world, to render reading visible and attractive? Programs for 15-20 year olds: How to introduce books to them? (design of reading places; collection display in public libraries, school libraries, residences and associations for young people ; oral/written presentations of texts by teachers, librarians and others; marketing; reading clubs) The question of “legitimate” content: Are there « good » or « bad » reads? Must one absolutely read? Why? How is the question of “legitimate” content considered across the world? How do schools across the world set the rules for reading? How is literature for young adults considered: is it of good quality and adapted to readers? Is reading for pleasure opposed to “high reading”? How is digital technology used to foster 15-20 year olds’ reading and participation?
3. How do all actors, including young people, participate in reading programs around the world? The importance of young people’s active participation in reading programs: How are the programs organized, what skills and training are necessary for the actors involved in those programs? Bringing reading and culture to 15-20 year olds where they are: outreach programs, partnerships with other professionals; partnerships with commercial enterprises, schools, cultural institutions, and associations. How to reach young people who read very little or do not read at all? What actions and programs are needed for them?

4. How to evaluate reading programs for 15-20 year olds? How to devise quality evaluation? How to fix precise goals? What criteria for evaluation? What are the difficulties? Are difficulties for evaluation the same in different countries? Case studies

The official languages of the meeting are English and French. Simultaneous Interpretation will be provided.
The abstracts will be reviewed by the Review Committee. Successful proposals will be identified and announced by February 21st, 2014.
Full text papers should be submitted in a Word file by 30 April, 2014. Papers should be 3-20 pages long and written in English or in French. Papers must include an abstract and an appendix with practical recommendations derived from the paper. The length of oral presentations of papers will be communicated in due time. Presentations can be in English or in French. The texts of oral presentations must be sent at least three weeks before the conference, so > that their translation can be prepared.

Expenses: Registration fees will be waived for the speakers. However, it is the speakers’ responsibility to find funding for travel, accommodation and associated costs, which IFLA and its Sections are not in a position to fund.
