There are just two weeks left to apply for the EIFL Public Library Innovation Award for Public libraries improving lives.
• The deadline is May 15th 2016
• The prize is US$1,500 and wide publicity through EIFL’s international networks
• Applications are accepted in English, Russian, French and Spanish – and
• The call is broad, ranging across many important development issues included in the U N2030 Sustainable Development Agenda.
CILIP has reported that after considerable preliminary cross-sector consultation, the Libraries Taskforce has published an open consultation draft document Libraries Deliver: Ambition for Public Libraries in England 2016-2021. The Ambition document sets out a vision of the value and impact of public libraries. Once finalised, Ambition will directly feed into the creation of an action plan showing how local and national government and the library profession will work together with local communities and other partners to make this shared ambition a reality.
Some very strong infographics highlight the ways in which public libraries support user needs.
In their vision for the 21st century, the report sees the purpose of the public library network as contributing to the delivery of 7 areas:
•reading and literacy
•digital literacy
•health and wellbeing
•economic growth
•culture and creativity
•communities
•learning

On April 23rd, World Book, Radio-Canada, will present a documentary done by Martine Forand about Public Library. The title is Le troisieme lieu, la Bibliothèque publique : Public Library, the third place.
This documentary presents the role of public libraries, as an inclusive place helping new comers, students, families etc. Images include many libraries across Canada and Finland.
It will view on ici radio-Canada at 22 p.m.

Last January 2016, during a Special General meeting of members held in Toronto, Ontario, Canadian Library Association (CLA) members were asked to vote on the dissolution of CLA. Members voted in favour of dissolution, which was recommended alongside the vision to replace CLA with a national federation of library associations.
For many years, the Association had been facing significant financial issues. Executive Council worked with library association representatives across Canada to develop a proposal for a new national association: a federation of the many regional and sector-specific library associations in Canada.
In June 2016, the Canadian Library Association will hold her last national conference and pass on the role as serving as a national voice for Canada’s many library communities to the newly forming: Canadian Federation of Library Associations/Fédération canadienne des associations de bibliothèques (CFLA/FCAB). This organisation will be bilingual and will welcome as members any library association currently operating in Canada.
The vision for the Federation is that it will serve as the national voice of Canada’s library communities, specifically working to:
● Advance library excellence in Canada ;
● Champion library values and the value of libraries ;
● Influence national and international public policy impacting libraries and their
communities.

En Janvier 2016, lors d’une assemblée générale spéciale, c’est dans une ambiance pleine d’émotion que s’est tenu le vote qui a conduit à la dissolution de l’Association canadienne des bibliothèques après 69 ans d’existence.
Au cours des dernières années, les difficultés financières de l’Association s’étant multipliées, le Conseil d’administration a examiné de nombreux scénarios en collaboration avec plusieurs partenaires. Des rencontres et des discussions se sont tenues à travers tout le pays pour écouter, expliquer et bonifier l’ultime solution.
En juin prochain, l’Association canadienne des bibliothèques tiendra sa dernière assemblée générale et laissera sa place à une nouvelle structure ; la Fédération des association de bibliothèques du Canada. Une fédération bilingue qui accueillera dans son giron les associations de tous les milieux de bibliothèques, de partout au Canada.
Cette nouvelle Fédération se veut la voix nationale de la communauté des bibliothèques canadiennes. Elle :
● Encourage l’excellence en matière de services bibliothécaires au Canada ;
● Fait la promotion des valeurs et de l’importance des bibliothèques ;
● Influe sur les politiques publiques nationales et internationales qui ont des répercussions
sur les bibliothèques et leur communauté.

Nous avons au Québec une Table de concertation pilotée par Bibliothèque et archives nationales du Québec (BAnQ). Cette Table regroupe les représentants de tous les types de bibliothèques (publiques, scolaires, collégiales, universitaires, gouvernementales, etc.) ainsi que des fonctionnaires des ministères de la culture et de l’éducation.
Au cours des deux dernières années, cette Table a travaillé à la rédaction d’un plaidoyer en faveur des bibliothèques, en ayant pour objectif de faire reconnaître le rôle, la mission et l’impact socio-économique de celles-ci. Lors du Congrès des milieux documentaires du Québec en novembre 2015, cette déclaration a été présentée à l’ensemble des professionnels du milieu afin d’être bonifiée et d’obtenir leur adhésion à ce projet.
En mars 2016, lors de la journée d’échanges professionnels de BAnQ, une version finale a été déposée aux membres. Cette dernière version fait état de la raison d’être des bibliothèques, des ressources que l’on y trouve, ainsi que des nombreux rôles qu’elles jouent dans la société : carrefour d’accès à l’information, à la documentation et à la culture, centre d’apprentissage, espace d’appropriation et d’usage technologiques, levier socio-économique, lieu de rencontre et d’échanges, lieu de médiation et de développement culturel.
Cette déclaration a été accueillie chaleureusement par tous et particulièrement par les bibliothèques publiques qui au Québec, ne sont pas encadrées par une législation et sont confinées à un rôle de loisir municipal plutôt qu’au rôle que lui confère l’UNESCO dans son manifeste. Cette déclaration est un énoncé public de reconnaissance.
La Table permanente de concertation des bibliothèques québécoises a comme projet de déposer cette déclaration à l’Assemblée nationale du Québec afin que l’appareil politique se l’approprie. Cette démarche se veut la première étape vers la concrétisation d’une reconnaissance dont nous ignorons pour le moment la forme finale mais qui, souhaitons-le, sera la première pierre d’une législation pour la mise en valeur des bibliothèques québécoises.

In Quebec, we have a Steering Committee headed by Bibliothèque et Archives Nationales du Québec (BANQ). This Committee regroups representatives from all types of libraries (public, school, college, university, governmental, etc.) as well as public servants from the Ministries of Culture and Education.
For the past two years, this Committee has worked on the draft of a plea for libraries, with the objective of compelling the recognition of their role, their mission and their socio-economic impact. During the Congrès des Milieux Documentaires du Québec, in November 2015, this Declaration was presented to all library professionals in order to improve the project and to obtain their adhesion.
In March 2016, during the professional exchange day of the BANQ, a final version was submitted to the members. This last version explains the purpose of libraries, the resources they contain, as well as the numerous societal roles they play : access to information, to documentation and to culture, learning center, space for the appropriation and usage of technologies, socio-economic lever, meeting and sharing place, as well as mediation and cultural development venue.
The Declaration was warmly welcomed by all, but especially by the public libraries that, in Quebec, are not bound by legislation and therefore are confined to a mere municipal activity, instead of the role that is conferred by UNESCO in its Manifest. This Declaration is a public plea for recognition.
The Permanent Steering Committee of Quebec Libraries propounds to present this Declaration to the Quebec National Assembly for adoption by the political authorities. This is the first step towards an acknowledgment whose final form we cannot ascertain, but will, we hope, be the first stepping stone of a legislation for the recognition of Quebec libraries.
