Library Stat of the Week #20: Countries with more public librarians have more adults engaged in non-formal education… but there is more to do!

In last week’s Library Stat of the Week (#19), we looked at the connection between literacy skills among adults and numbers of public and community libraries and librarians, finding a correlation between numbers of librarians per 100 000 people and numbers of adults with low skills. In general, more librarians tend to mean fewer adults with low skills.

The reason for looking at these numbers is the fact that public libraries in particular traditionally have a role in facilitating literacy and learning in their communities.

This often happens in a very informal way, for example simply through independent reading or other use of library resources. However, libraries also have a role as a venue for – or portal to – more formal opportunities.

As underlined in the chapter of the 2019 Development and Access to Information report on SDG4, libraries can indeed be a vital part of countries’ infrastructure for lifelong learning.

So this week, we’ll look at the relationship between numbers of public and community libraries and the numbers of adults (aged 25-64) currently engaged in learning. Once again, we’ll use data from the Organisation for Economic Cooperation and Development (OECD) Programme for the International Assessment of Adult Competences (PIAAC). Library data comes from IFLA’s Library Map of the World.

The first graph looks at the relationship between the number of public and community libraries and librarians per 100 000 people and the share of the adult population in non-formal education (source). Each dot represents a country for which data is available for adult learning, and for numbers either of public and community libraries and librarians.

In a similar result to that found in last week’s Library Stat of the Week, there is correlation in the case of public and community librarians, with more librarians tending to mean more people engaged in non-formal learning. The link is less strong in the case of public and community libraries.

As with last week, this could be explained by the fact that it is the presence and support of library and information workers that helps people to make connections with learning opportunities.

The next question is to see whether there is any sign of a connection between numbers of public and community libraries and librarians, and the number of people with lower levels of education (who have not completed secondary education) involved in adult education.

Graph 2 does this, using figures for adults involved in all sorts of learning (formal, non-formal and a combination of the two) (source). This provides a less positive picture, with no obvious relationship between access to learning and numbers of librarians, and even a negative one with numbers of public libraries.

This suggests that governments are not yet making full use of libraries in order to help those who have not had the opportunity to reach the end of secondary education to access education. Given the evidence of what libraries can do, this is a chance missed.

Nonetheless, it is also worth bearing in mind that some countries have lower levels of adult education in learning than others in general, which helps put the number of those with only primary education in context. Other drivers of access to lifelong learning can of course be factors such as how this is paid for, or the volume and attractiveness of the offer.

We can get an alternative perspective here by looking at the ‘learning gap’ – the difference between the share of adults with university and only primary education who are currently engaged in non-formal and/or formal education (source).

This in interesting as an indicator of equality, as a smaller gap means that there is a lower risk of people starting with less education falling further behind. Graph 3 shows what happens when we compare the size of this gap with numbers of public and community libraries and librarians.

Encouragingly, we see a return to the sorts of figures seen in Graph 1 and last week’s Library Stat of the Week, with larger numbers of public and community librarians per 100 000 people correlating with smaller gaps in access to learning.

While, as ever, correlation does not mean causality, one explanation here would be the role that libraries can play in ensuring that adults can have a second chance. While those who have been to university may feel more confident in looking for opportunities for opportunities for further learning, or be in jobs that welcome and support this, this may be less likely for those with only primary education. Libraries can help fill the gap.

With many – especially those in lower-skilled, lower-paid jobs – facing unemployment in the wake of the COVID-19 pandemic, governments would do well to invest both in skills provision, and the libraries that help those who need it most to find it.

Library Stat of the Week #19: Countries with more librarians tend to have fewer low-skilled adults

So far, our sub-series of Library Stat of the Week posts focused on equality has looked only at income inequality (see #16, #17 and #18).

Yet income is often an indicator, rather than a cause, of inequalities in society, even if it can also reinforce them. Therefore, some people may have low revenues while others have high ones for a number of reasons – health, unemployment, a lack of entrepreneurship opportunities.

A key driver of course is education and skills – human capital. These affect the ability of individuals to take up quality jobs, or to start their own businesses, as well as to benefit fully from the information around them.

At a societal level, skills increase the productive potential of economies, while also contributing to civic engagement and participation.

Inequalities in skills – as well as larger numbers of people with lower levels of skills – can therefore lead not only to inequalities in employment and earnings, but also differing levels of involvement in civic life.

While schools of course have a major impact on levels of literacy among children, the role of libraries – in particular for literacy – is arguably stronger among adults.

Both through providing continuing access to books in order to maintain levels of literacy, and focused learning opportunities, libraries are major players in lifelong learning, in particular for those who may not have access to training through their employment – or the resources to pay for continuing education.

Therefore, for our 19th Library Stat of the Week, we wanted to look at the relationship between the measures of adult skills created through the Organisation for Economic Cooperation and Development’s (OECD) Programme for the International Assessment of Adult Competences (PIAAC), and data from IFLA’s Library Map of the World on numbers of public and community libraries and librarians per 100 000 people.

In doing this, we focused in particular on figures on literacy inequality (the points gap between the 5th and 95th percentiles – i.e. between the person with the 5th from lowest and the 5th from highest skills in a representative sample of 100 people from the group), and the share of the population scoring below Level 1 on the PIAAC scale (i.e. with very low skills).

The first comparison looks at points gaps between the 5th and 95th percentiles. With each dot representing a country for which both PIAAC and Library Map of the World data is available, a higher figure for the points gap indicates greater inequality in levels between the most and least literate.

The comparison here indicates that that there is, a broad correlation in particular between numbers of public libraries and adult literacy inequality, with more libraries tending to mean less inequality.

While there are some countries with low inequality and low numbers of libraries, there are none with lots of libraries and high inequality. The correlation is, however, weaker between numbers of librarians and literacy inequalities.

Secondly, we can look at the shares of low skilled adults in different countries and numbers.

This graph tells a slightly different story. Here, it is the number of librarians that sees the strongest correlations, with more public and community librarians tending to be associated with fewer adults with particularly low literacy. Meanwhile, the relationship is weaker between numbers of public and community libraries, and numbers of low-literate adults.

Once again, there are outliers, with some countries managing low shares of low-skilled adults without higher numbers of librarians, but no country with higher numbers of librarians or libraries also had high shares of less literate adults.

 

As ever, correlation is not causality, and societies that invest more in ensuring that everyone has access to skills may well also be more likely to invest in libraries and library staff.

Nonetheless, the data would fit with the evidence from the ground that libraries provide a means for people of all ages to maintain their literacy skills, and that library workers, through their understanding of community needs, can help those most in need of support.

Rights and Restrictions: Are Library Values Being Respected During COVID-19?

The COVID-19 pandemic is having a huge impact on our lives, societies and economies. Millions have fallen ill, and billions have faced restrictions on their movements, with early evidence indicating serious economic consequences.

The next months will reveal more about how quickly it will be safe to lift the controls in place, and what the ‘new normal’ will look like. Beyond the measures based on scientific evidence, there will be crucial, more political, decisions to be made about the sort of world we want to build.

A key focus will be around the protection – and guarantees – offered for the political, economic, social and cultural rights of individuals and groups.

IFLA’s own statements on library values – the Public Library Manifesto, the Position on Intellectual Freedom, on Privacy in the Library Environment, on Net Neutrality, on Internet Shutdowns, on Public Legal Information in the Digital Age, on Fake News, and on Censorship – highlight not only libraries’ broader commitment to human rights and equality, but also a specific focus on access to information and education, the right to a private life and participation in political, economic, social and cultural life.

As this blog will set out, the COVID-19 pandemic has led governments to implement – or fail to implement – measures which raise serious concerns, in particular in fields where libraries are focused. It has also highlighted areas where certain groups are hit harder than others, violating the principle of equality. Finally, it has thrown light on subjects where it is necessary to find a balance between rights.

 

Direct Violations

A first category of issues is those where there is a clear violation of rights and library values at play, affecting everyone.

A crucial area where we have seen rights risk being unjustifiably undermined concerns privacy. With many people more reliant on the internet than ever, the need for those providing services need to respect private lives. For libraries, this is particularly true when it comes to providing access to digital services, including remote access to collections, eLearning, as well as more broadly for enforcing academic freedom.

Crucial to this is to give users a real choice over what data they do hand over, and under what conditions. Users need to be able to trust what they are told by companies, and need to have the opportunity to enforce privacy when they want. Where this is not the case, something is wrong.

For young people in particular, who may have fewer chances to choose, it cannot be acceptable to gather data by default during learning – a point also highlighted by UNICEF – while efforts to prevent cheating in exams should not be implemented without proper consideration of ethics. A similar point of course goes for checking up on employees working from home.

In the above cases, violations will primarily be committed by private actors. The role of government is to enforce rules that prevent these. However, there are also instances of direct violations by those in power.

An obvious example is in the steps that some have made to limit the rule of law. Detention without trial, closure of courts (or restriction of access), unjustified surveillance and refusal to allow for any democratic influence over when emergency powers are lifted are clearly all deeply troubling.

Emergency powers too, clearly, should not provide an excuse to take other decisions which are not urgent, or not related to the pandemic, without scrutiny or discussion – a point which can also apply to any organisation.

Similarly, it is unacceptable to fail to keep records of the decisions made during this period, which will be essential for future evaluation and accountability, as set out in the International Council on Archives’ statement. With libraries too having a key role in collecting, preserving and giving access to laws, this is a crucial point.

Finally, and also of high relevance to libraries is the impact of the crisis on the rights of access to education, research and culture. The shift to remote working has exposed the weakness of many copyright laws, which allow rightholders to impose restrictions on how digital works are used, overriding copyright exceptions set out in law.

While there have been many welcome efforts to change practices to allow for distance uses, it should not be the case that key rights – to education, to participate in cultural life, to benefit from scientific progress, and to access to information – should depend on private goodwill. As the Director General of the World Intellectual Property Organization has set out, extraordinary times can justify targeted adjustments to copyright laws in order to allow access to continue, a point also highlighted by Communia.

When governments or private actors take steps that affect the rights of whole populations, libraries and their users are inevitably affected. They are particularly hard-hit by failures to ensure that laws allow them to continue to fulfil their missions.

 

Unequal Treatment

A second category of issues where fundamental rights come into play is round unequal treatment. The pandemic has both triggered new forms of prejudice, and has shone a light on pre-existing inequalities in our societies. Here too, there is a pressing need for action.

A clear example are attacks on foreigners – or people of foreign descent – who risk being seen as somehow responsible for the disease. This form of open discrimination is clearly counter to the values of libraries, which act to serve people everywhere regardless of background or other factors.

While – fortunately – many governments have not sought to encourage such feelings, there is still a pressing need to act to promote tolerance. Clearly where governments are encouraging such sentiments – for example through the expulsion of journalists of certain nationalities – this should stop.

Secondly, plenty has already been written about the evidence that certain groups are more at risk than others of catching or dying from the disease itself. Those who are older, have specific conditions, or are in prison, as well as those for whom it simply isn’t possible to practice hygiene or social distancing, need help.

The impacts of restrictions imposed in response to the pandemic has also been uneven. People in insecure or informal work have often been among the first to lose their livelihoods, as well as those in sectors most badly affected. While some are lucky to live in countries where the government can step in to help, this is not the case for all.

Given libraries’ commitment to equality and equity, any situation where some groups end up worse off than others is troubling. Libraries have of course been working hard, around the world, to continue to support all parts of the communities they serve, even under current circumstances.

However, this has certainly been harder where digital solutions do not provide a response. Globally, nearly half of the world’s population is still not online. Some of these are subject to politically-motivated internet shutdowns. Of those who are, many still lack the speed of connectivity, or hardware, to make full use of the internet, leaving them on the wrong side of the digital divide.

As a result, due to the slow progress of efforts to ensure universal connectivity, some are less able to enjoy their right to education, research and culture than others. For example, statistics from Los Angeles County in the United States underline that 25% of students are not in a position to benefit from distance learning.

Libraries have of course been active in trying to address this. Efforts to boost connectivity have come through providing long-range WiFi, or lending hotspots and hardware. Programmes for developing digital skills are being rolled out. Physical deliveries of books and other materials – with maximum precautions taken for hygiene – are helping those who cannot come to the library continue to benefit from services.

Libraries are also active in promoting participation in exercises like the census in the United States, which has a key impact on the funding different areas receive in order to carry out pro-equality policies. Delay to these – or incomplete answers – risk making it harder to address challenges like universal internet access in future.

As institutions with a mandate to provide universal service and to promote equity, the inequalities exposed by the pandemic will be a clear sign for libraries of the need for stronger laws and more effective support for solutions.

 

Finding the Balance

A final category of issues is those where different rights risk coming into conflict. This is foreseen in the Universal Declaration of Human Rights, whose Article 29(2) underlines:

“In the exercise of his rights and freedoms, everyone shall be subject only to such limitations as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society”.

In the case of COVID-19, it is clear that action to protect health is a priority (the right to health is set out indeed in Article 25), and so may provide a justification to limit rights. However, when this happens, it is crucial to find a balance. Limitations need to be proportionate, going no further than necessary, be implemented in a transparent and accountable way, and be lifted as soon as possible.

In this respect, the privacy implications of contact-tracing apps – effectively surveillance of individuals through their phones – have received particular attention in media discussions. Clearly, the question of how to identify people who may have been exposed to the virus and recommend quarantine was already raising privacy questions before talk of apps.

Stories of the publication of names of people who had caught the disease are worrying. So too is the tracing of specific mobile phones, for example by nationality. These steps are, arguably, disproportionate to the goal pursued, with alternative approaches available.

As for contact-tracing apps themselves, there are ongoing discussions about whether this can be done effectively without the collection of extensive personal data, and challenges to technology companies to prove that their apps are worth the intrusion.

Already, some argue that apps can work without collecting geolocation data – for example – by working only with relative data (i.e. who have you been close to, rather than where have you been). Nonetheless, this can also reveal private lifestyle information. It may be possible, some have claimed, to limit risks by only holding data on phones – rather than centrally – but there are also worries about how quickly this may drain batteries.

Finally, there is concern about making the downloading of apps obligatory, while others worry that insufficient take-up of apps will make them ineffective in the effort to contain the disease.

Another area where there is need for care is in finding the balance between freedom of speech and steps to stop the spread of misinformation that can damage efforts to tackle the pandemic.

This is not a new issue, but the sense of urgency in removing misleading reports and stories has led to the rapid introduction of new measures, not always with full debate. There is clearly a need for action, not least to avoid a desire for clicks and attention incentivising the creation and sharing of false facts.

Nonetheless, this needs to be done while still prioritising the promotion of media freedom and quality journalism. While the blocking of demonstrably false and malicious content may sometimes be justified, banning opinion pieces and preventing access to information, as well as imposing fines or jail terms for supposed offences are likely to have a major chilling effect.

The situation has been made more difficult still by the fact that people employed to moderate content are often forced to stay at home, increasing reliance on filters powered by artificial intelligence which remain deeply flawed.

For libraries, the importance of both privacy, and freedom of expression and access to information needs to be recognised fully in all decisions taken. As set out at the beginning of this section, any restrictions need to be proportionate – i.e. they should not to go any further than necessary, and there should not be any less intrusive alternatives – and need to be carried out transparently, and not apply for any longer than necessary.

In this context, libraries have a logical role in advocating for less intrusive approaches to contact-tracing and efforts to counter ‘fake news’. Instead, they can use their expertise and networks to promote media literacy and a better understanding of the privacy implications of the choices they make.

 

The COVID-19 Pandemic certainly represents an extraordinary moment, and one which certainly calls for extraordinary measures. Nonetheless, there remain constants, not least the importance of protecting and guaranteeing the fundamental rights of all, which must be at the heart of the societies we build post-COVID-19.

As this blog sets out, there is an immediate need for action to put an end to unjustified violations of rights of all sorts, whether they affect whole populations or only particular groups. There is also a need for close and careful monitoring of any measures that seek to balance different rights.

Thanks to their values and their skills, libraries are well placed to take actions to help ensure that rights are not violated as a result of measures imposed during the pandemic. However, a truly rights-based, equal society in future will need actions from all.

Library Stat of the Week #18: Societies with more public librarians tend to have higher social mobility

In the last two Library Stat of the Week posts (#16 and #17), we’ve looked at the relationship between the numbers of public and community libraries and librarians per 100 000 people, and a key indicator of inequality, the Gini Coefficient.

Drawing on data from the Library Map of the World and the World Bank, it has been possible to show that there is an association between these. Both having more libraries, and more librarians tends to be linked to lower levels of inequality.

Indeed, as highlighted last week, even when controlling for the number of libraries in a country, having more librarians per library is also correlated with higher levels of equality.

A next step is to look at equality over time, or social mobility. The Organisation for Economic Cooperation and Development does this by looking at the level of change – or ‘elasticity’ of wages between fathers and sons.

This makes it possible to show how far someone from a poor background has a chance of finding a well-paid job or other opportunity, or whether poverty is likely to continue across generations.

This is an important indicator, not least for social cohesion and wellbeing, given that people are likely to be more optimistic about the future when the chances of improving their lives, and those of their children, are higher.

As set out in the previous blogs, libraries – and in particular public and community libraries – have a core mission to promote equity. Indeed, at the heart of the Public Library Manifesto is the idea that everyone should have access to education in order to improve their situation.

As a result, arguably, public libraries are social mobility institutions, giving everyone the chance to build better lives.

To test the connection, we can therefore compare the data already used from the Library Map of the World for the numbers of public and community libraries and librarians (numbers per 100 000 people), and the OECD’s data on social mobility (primarily available for its members – developed countries, and measured from 0-1 with 1 being the highest level of mobility), as in the below graph., with each dot representing a country for which data is available.

This tells two contrasting tales, with seemingly relatively little link between the number of libraries per 100 000 and social mobility, but a relatively strong one between the number of librarians and mobility.

Indeed, of the top four countries for social mobility, three are also the top-performers for numbers of librarians per 100 000 people (Denmark, Finland and Norway). The only high performer on social mobility with a low number of librarians was Canada, while Hungary and France stand out for having a relatively high number of librarians, but still have lower social mobility.

As ever, correlation does not mean causality. It is true that investment in librarians is likely to be a sign of a society that cares about giving everyone an opportunity to do better. Similarly, librarianship can also be the sort of profession that allows people to be socially mobile.

It does remain a powerful message, however, that socially mobile societies tend to be those with more public and community librarians. As governments look to build more inclusive, equitable societies post-COVID-19, this is a valuable point to make.

Library Stat of the Week #1: The Internet Gender Gap Rose from 11% to 12% between 2015 and 2016

Libraries have a key mission to put people in touch with information.

The internet is increasingly essential as a means of achieving this. Thanks to digital technologies, more information than ever is being created, while many materials which used to be available on paper are now online only.

This makes the possibility to access the internet more important than ever. Inequalities in access can too easily translate into equalities in other aspects of life.

Worryingly, as the latest Development and Access to Information Report underlines, a crucial inequality – between men and women is not falling but growing.

Globally, not only are women less likely to be able to use the internet than men, but between 2015 and 2016, more men got online for the first time than women.

In short, the Internet Gender Gap Rose from 11% to 12% between 2015 and 2016.

What does this mean for libraries?: libraries have an active role in providing internet access, both in order to help people get online for the first time, and to complement access at home. Their unique characteristics, as public, non-commercial, welcoming spaces make them particularly suitable to contribute to efforts to close the Internet gender gap.

What Makes Libraries Unique in Achieving… SDG10

DA2I means giving everyone the opportunity and skills to use knowledge to improve their livesSustainable Development Goal 4 is the third of the SDGs on the agenda at the 2019 High Level Political forum.

It focuses on reducing inequality within and among countries, recognising not only that individuals have a right to be treated equitably, but also that this contributes to sustainable development in general.

Libraries themselves have a strong commitment to equity. As institutions open for all, they welcome everyone, and many have a specific role to help those most at risk of marginalisation. This is important, given the importance of access to information for development .

But how to make the case for the unique role of libraries in reducing inequalities? Here are three ideas:

  • Because access to information, education and culture is a human right: all countries, through the Universal Declaration of Human Rights and subsequent conventions, have committed to giving everyone the possibility to access information, get an education, and take part in the cultural life of the community. Libraries provide an excellent way of doing this, and so allowing countries to comply with international law.
  • Because information poverty reinforces income poverty: when people lack access to information, they are not able to take the best decisions, or even to access programmes and projects which could help them escape poverty. They then risk falling deeper into trouble, while others succeed. Libraries provide a means of combatting information poverty, by ensuring that income, social status or other factors are not a barrier.
  • Because providing a service for all matters: programmes targeted at specific groups play an important role in combatting inequality. Nonetheless, by offering a service to some and not others, such efforts can reinforce the idea of being different or apart, which may discourage some. Public libraries have a mission to be universal – i.e. to serve everyone – meaning that the support they offer does not come with the risk of underlining difference.

Words of the SDGs: Leave No One Behind

Continuing our series of blogs looking at the words (and phrases) which mark the United Nations’ 2030 Agenda, today’s edition looks at ‘leaving no one behind’.

Perhaps unlike some of our previous ‘words’ (intersectionality, resilience, participation), this feels like a refreshing step away from jargon. This has also made it particularly powerful as a term, although, as this blog will explore, it is not the subject of complete consensus.

As with our other ‘words’, it also has an impact on how libraries work with the Sustainable Development Goals, and can become a useful part of library advocacy in this area.

Leave No One Behind

A Vital Shift: From Focusing on the Poorest to Leaving No One Behind

At the heart of the Millennium Development Goals – the predecessor to the 2030 Agenda and its Sustainable Development Goals – was the notion that economic and social progress around the world had failed to make a difference to the poorest. Too many lacked education, sanitation, healthcare, or adequate income. The eight Millennium Development Goals (MDGs) therefore focused on the worst-off.

The measures of progress chosen focused on this group, but used global averages. As a result, thanks to rapid growth in countries like China, leading to falls in absolute poverty and improvements in services, it was possible to declare success on a number of the Goals.

This did not mean, however, that all countries or groups saw progress. Many of the most vulnerable – the targets of the MDGs – saw little improvement, or even went backwards.

The 2030 Agenda acknowledged this point head on by asserting that not only were the SDGs an indivisible whole (all had to be achieved, together), but that they could only be achieved if they were achieved for everyone. This is the basis of the concept of leaving no one behind.

More Complex than it Sounds

While the idea of achieving the Goals for all appears simple, it also raises questions. What does this mean about where governments – and the global community – should focus efforts? Does ‘no one’ refer to countries (i.e. developing countries), groups within countries or individuals? How does this relate to sustainability? All came up in a civil society debate on Sunday, as well as in previous research on the topic.

Fortunately, there is a relatively simple answer to the first question – the primary focus should be on those who need it most. This follows a concept known as ‘progressive universalism’ (for which the model was a Mexican healthcare reform that specifically served the most vulnerable before anyone else).

Yet debate remains as to ‘who’ is left behind. With the 2030 Agenda explicitly focused on the whole world, the implication is that it is citizens and groups within countries who run this risk. Nonetheless, there is also a strong argument that countries with low national income are also vulnerable, and so need support.

A further evolution in the 2030 Agenda is the recognition that being left behind is also a question of where you stand relative to the population as a whole. Even in a rich society, inequalities can have significant impacts on life chances and general wellbeing. The SDGs even include a focus on inequality (SDG10), underlining that even when (if) we can put an end to absolute poverty, there is still much work to do.

In turn, these inequalities are often the result of discrimination. This can come both in social and cultural forms (racism, sexism, etc), but also discrimination through lack of access to the same services as others. People living in rural areas do, arguably, run a higher risk of being unable to access health and education than those in towns and cities. The focus on fighting discrimination – a key notion from human rights – is also a novelty in the SDGs.

Finally, an ongoing debate surrounds whether bringing everyone up to the standard of living of the best off is a good idea as far as the planet is concerned. It seems clear enough that if all pollute as much as the highest polluting, climate change will only get worse. To avoid this, those lucky enough to live in richer societies either need to find much more energy and resource-efficient ways of living, or accept having to share.

What Impact for Libraries

As a universal public service, libraries can already make a strong case, within their communities, to be realising the concept of leaving no one behind. Given the importance of information, as highlighted across the SDGs (19 targets), this is a role worth championing.

In many countries, libraries have a specific mandate to reach out to those populations who are more at risk of being left behind, such as those with special needs. Evidence from the Pew Research Centre suggests that groups seen as minorities rate libraries as more important than others.

In effect, through providing a universal service, paired with additional support to those who need it, libraries both provide targeted assistance to those most at risk, and act as a force for equality in general.

Clearly there is still progress to make in some parts of the world. The idea of leaving no one behind provides a strong argument for investment by governments in libraries.

This is the case not only in terms of promoting physical accessibility (both for people with disabilities, and a wider network of libraries in rural areas), but also as concerns financial accessibility (where there are fees for access), and socio-cultural and legal accessibility (ensuring that citizenship status is not a barrier, as highlighted by the Mayor of Montreal in a session on Monday, and overcoming the belief in some communities that the library is not for them).

Libraries can be key players in fighting both information poverty and information inequality. The concept of leaving no one behind provides a valuable tool for advocacy to make this a reality.
